Cell carrier preferred site not pursued due to greedy municipal politicians

Bell Canada wants to erect a cell tower on land that I want to purchase (91 Range Rd Ajax Ontario L1S 4S7). The present owner and realtor claim that this is Bells preferred location and a lease agreement has been drafted but is not implemented as the Town of Ajax wants to force Bell to Town owned land for the lease revenue. Bell finds this location inferior but will play ball as more sites will become available for Bell Towers on Town owned land, even if they find more suitable private sites. Is there anything I can do as a potential purchaser to make this tower a reality and stop greedy politicians from interfering? I thought Industry Canada approves the site, not the local Politicians. In addition the inferior site is in the green belt to be naturalized where 91 Range Rd (property of interest) is just a weed field.

Any advice how to play this or what angle to take?

You can always bury some ancient Canadian or Indian artifacts on the land... or find an endangered species of animal and relocate it to the site the honest politicians are trying to steer the carrier to... oh just kidding, I would not suggest that you do that...
