Cell Phone towers

Alright so i'm a student in school and we are learning about cell phone tower installations in rural areas for emergency contact after an earthquake. One question i have to know is what are specifc requirments to put a cell phone tower ( like it cant be by water, has to be on a flat field, or cant be on a mountain.) Sorry if this is dumb but im genuineley stumped.

A site can be placed near water, on a mountain or any other location so long as it has a clear line of site to the area that the Radio Frequency Engineer is trying to cover. The foundations for each individual site are designed by engineers according to soil samples taken during the design phase of site development, that way they know that the site will be able to handle whatever mother nature decides to throw at it ... within reason of course.

When a company such as Verizon picks a site, they use various criteria for site selection but the most important is the ability to meet its customers' demands for coverage and capacity. Other factors are ease of design of construction, how the site would be impacted by local zoning codes and they try their best to make sure that the site is safe and has the least amount of impact possible on the ascetics of the local area.

Today the carriers also have emergency response teams that assist local, state and the federal government in the event of an emergency such as forest fires or earthquakes. These teams bring in various assets and expand services to help people in emergency situations. They even have portable cell sites that can bring service to the emergency responders in areas where cell phone coverage does not exist.
