Offer made to lease our land

Cayuga County NY wants to lease or buy our 4 acres in Northern Cayuga Co. for a emergency communications tower. The offer, a one time up-front payment of $15,000 for a 99 year lease. This doesn't seem right to me. What if they add other companies to the tower?

We have thought about leasing for a tower, but didn't think companies would want to come to our very rural area.
Does this seem like a fair deal?

No, it sounds like a bad deal, especially since they want to lock you in for 99 years (LOL) but we need more information.
