Why would the ground lease lessee say it will not pay revenue share to the lessor for unlicensed broadband wireless carriers? What is the difference between licensed and unlicensed carriers?

Do not allow such language. There is FCC licensed spectrum and their is unlicensed spectrum that is available for general public use. Spectrum is like real estate... they are not making anymore of it so you have to find more efficient ways to use existing spectrum and acquiring spectrum can be costly. Due to these facts many of the industry leaders are looking at finding ways to use the "open" frequency to provide data services. An example of this is Qualcomm's announcement last year that they are seeking to develop the technology to provide LTE services deployed on unlicensed spectrum. The tower company could use this as an excuse to not provide colocation revenue to you as technically the service would be "unlicensed".... avoid this language like the plague.
